Sixty-first session Agenda item 117 Programme budget for the biennium 2006-2007 Establishment of the United Nations Register of Damage caused by the Construction of the Wall in the Occupied Palestinian Territory Programme budget implications of draft resolution A/ES-10/L.20/Rev.1 Report of the Advisory Committee on Administrative and Budgetary Questions 1. The Advisory Committee on Administrative and Budgetary Questions has considered the statement submitted by the Secretary-General (A/C.5/61/13/Rev.1) in accordance with rule 153 of the rules of procedure of the General Assembly of the programme budget implications of draft resolution A/ES-10/L.20/Rev.1, dated 15 December 2006, concerning the establishment of the United Nations Register of Damage caused by the Construction of the Wall in the Occupied Palestinian Territory. 2. The Committee recalls its report A/61/614 of 6 December 2006 on the statement submitted by the Secretary-General (A/C.5/61/13) in accordance with rule 153 of the rules of procedure of the General Assembly of the programme budget implications of draft resolution A/ES-10/L.20, dated 22 November 2006. In that statement, the additional estimated requirements for the programme budget for 2006-2007 amounted to $3,098,700 gross ($2,812,000 net). 3. The Committee notes that the terms of operative paragraphs 3 to 5, 6 and 7 as well as 11 to 15 of draft resolution A/ES-10/L.20/Rev.1 would entail no change that impacts on the previously requested resource levels. 4. The revision to operative paragraph 8 (c) of draft resolution A/ES-10/L.20 relates to the verification and assessment unit with related responsibilities, which would no longer be requested at this stage. Accordingly, one D-1, one P-5, two P-4, one P-3 and two General Service staff positions would not be required at this stage. Under operative paragraph 16 of draft resolution A/ES-10/L.20/Rev.1, the General Assembly would request the Secretary-General to report to it within six months on the progress made with regard to the establishment and operation of the office of the Register of Damage and the establishment of the Register of Damage. 5. The estimated costs for the establishment and maintenance of the Register of Damage as decided and requested in draft resolution A/ES-10/L.20/Rev.1 would amount to $2,141,800 net ($2,344,700 gross). 6. The Committee reiterates its opinion, as expressed in paragraph 6 of its last report (A/61/614), that every effort should be made to draw upon existing available resources to the maximum extent possible. Such savings in respect of 2006-2007 as may be identified should be reflected in the performance report for 2006-2007. 7. The Advisory Committee recommends that the Fifth Committee report to the General Assembly that, should it adopt draft resolution A/ES-10/L.20/Rev.1, an additional appropriation of up to $2,344,700 would be required under section 3, Political affairs ($2,141,800), and section 35, Staff assessment ($202,900), to be offset by the same amount under Income section 1, Income from staff assessment, of the programme budget for the biennium 2006-2007, for the establishment and maintenance of the Register of Damage. sss1 \* MERGEFORMAT A/61/641 sss1 \* MERGEFORMAT A/61/641 FooterJN \* MERGEFORMAT 06-66459 \* MERGEFORMAT 2 \* MERGEFORMAT 1 FooterJN \* MERGEFORMAT 06-66459 United Nations A/61/641 General Assembly Distr.: General 15 December 2006 Original: English jobn \* MERGEFORMAT 06-66459 (E) 151206 Barcode \* MERGEFORMAT *0666459*
