Lang. \* MERGEFORMAT ENGLISH HUMAN RIGHTS COUNCIL Fourth session Agenda item 2 IMPLEMENTATION OF GENERAL ASSEMBLY RESOLUTION 60/251 OF 15 MARCH 2006 ENTITLED “HUMAN RIGHTS COUNCIL” Algeria (on behalf of the African Group): draft decision 4/… Follow-up to the decision of 13 December 2006 adopted by the Human Rights Council at its 4th Special Session entitled “Situation of Human Rights in Darfur” (S-4/101) The Human Rights Council, Recalling its decision 2/115 of 28 November 2006; Recalling also its decision S-4/101 of 13 December 2006; Recalling that the Government of Sudan welcomed both decisions; 1- Reiterates its welcome of the Darfur Peace Agreement (DPA) signed in Abuja as well as the measures already taken towards its implementation and calls on all parties to respect their provisions and on the parties that have not yet done so, to sign the Darfur Peace Agreement in compliance with the relevant UN resolutions ; /… 2- Welcomes the readiness of Sudan to improve the Human Rights situation in Darfur; 3-Takes note with regret of the impediments that affected the High-Level Mission to assess the human rights situation in Darfur in a comprehensive manner ; 4- Notes the Report of the High-Level Mission; 5- Expresses its deep concern regarding the seriousness of the ongoing violations of human rights and international humanitarian law in Darfur including attacks and widespread violence on civilian populations and humanitarian workers and in particular stresses the crucial needs to step up efforts towards ensuring greater accountability by perpetrators of such crimes ; 6- Calls upon all parties to put an end to all acts of violence against civilians with special focus on vulnerable groups, including women, children and internally displaced persons, as well as humanitarian workers ; 7- Decides to convene a Panel comprising the Chairman of the Darfur-Darfur Dialogue and Consultation (DDDC), the Special Rapporteur on Sudan and other independent experts to be designated by the HRC in consultation with the African Union Commission; 8- Requests the Panel to work with the Government of Sudan, the African Union and the Human Rights Council to assess the needs of Sudan and to consider ways and means of fostering the effective implementation of resolutions and recommendations relating to Darfur, as adopted by the Human Rights Council, the former Commission on Human rights and other relevant United Nations human rights Institutions, as well as the appropriate measures aimed at the restoration of peace and at achieving a peaceful settlement to the Darfur crisis; /… 9- Calls upon the Government of Sudan to fully cooperate with the Panel; 10- Requests the Panel to present its report to the Council at its 5th session; 11- Will decide at its 5th session of any follow-up action that might be required. ----- A/HRC/4/L.8/Rev.1 page \* MERGEFORMAT 2 A/HRC/4/L.8/Rev.1 page \* MERGEFORMAT 3
